Constitution

ARTICLE I Name and Purpose of the Organization
Section 1 - Name:
The name of the organization shall be the OCC Viking Cheerleaders, hereby referred to as "The Cheerleaders".
Section 2 - Purpose of Organization:
The purpose of The Cheerleaders is:
  • To promote school spirit at OCC
  • To serve the member's needs to maintain and develop Cheerleading skills and techniques.
  • To represent the College in the capacity of The Cheerleaders capabilities at public and school events.
  • Support the community.
Section 3 - Affiliation with State, Regional, or National Organization:
The Cheerleaders will join national and state cheerleading associations, and adhere to the current © American Association of Cheerleading Coaches and Advisors (AACCA) Cheerleading Safety Guidelines for all practices and events.
ARTICLE II Membership
Section 1 - Who may belong:
The Cheerleaders is open to all students of Ocean County College both full and part-time upon payment of Student Activities Fees in said semester.
Section 2 - How Membership is elected:
All interested students are encouraged to join The Cheerleaders. In an effort to accommodate the largest membership in The Cheerleaders the organization will be comprised of multiple "Teams". Each Team will require different levels of commitment. The teams will support the goals of The Cheerleaders and elect a Team Captain as the leader and representative of the team. Some teams may require a skill tryout and/or a physical exam to gain membership.
Section 3 - What vote is required for membership:
If a try-out selection process becomes necessary, the rules and procedures will be defined by the active members of The Cheerleader the semester preceding the try-out.
Section 4 - Penalties for neglect of duties and/or non-payment of dues
No dues will be required of the membership. If a member of The Cheerleaders does not meet the requirements of participation on their team, the team captain will report the member to the executive board for appropriate action.
Section 5 - Responsibilities of membership:
  1. all team practices are mandatory
  2. Attendance at all team activities is mandatory.
  3. Attendance at scheduled meetings is mandatory.Excused absences will be
    1. medical note from attending physician
    2. special circumstances approved by the advisorUnexcused absences will be grounds for reporting a member to the executive board for appropriate action.
ARTICLE III Officers
Section 1 - Designation of Officers: The Cheerleaders shall elect a President, Vice President, Recording Secretary, Treasure, Historian, and Team Captains.
Section 2 - Duties of Officers:
The duties of the officers are as follows:
  • President
  1. Shall preside over all meetings of The Cheerleaders.
  2. Shall prepare and forward a copy of the agenda for each meeting to the Recording Secretary for distribution to the membership.
  3. Shall work will the Coach and/or Advisor to resolve any issues.
  4. Shall fill the leadership roll across all teams in The Cheerleaders.
  • Vice President1
  1. Shall work closely with the President on all maters of The Cheerleaders.
  2. May receive delegation of responsibilities from the president.
  3. Will be willing to accept the office of President the following academic year.
  4. Shall insure meetings follow the Parliamentary Authority.
  • Recording Secretary
  1. Shall maintain a list of all members, phone numbers, and e-mails.
  2. Shall take minutes at all meetings of The Cheerleader
  3. Shall perform all correspondence for The Cheerleaders, including but not limited to State and National membership applications, competition applications, general correspondence.
  4. Shall maintain a paper book of copies of all correspondence and minutes and will hand that book over to the next secretary.
  5. Shall record minutes of any executive board meetings.
  6. Present minutes from the previous general meeting to the membership as well as any minutes from the executive board meetings.
  • Historian
  1. Shall develop and maintain a historical record of The Cheerleaders.
  2. Shall prepare a presentation for the end of the academic year meeting on activities of The Cheerleaders during that year.
  3. Shall maintain a scrapbook of The Cheerleaders during their tenure as Historian
  4. Shall transfer all material entrusted to them to the next Historian.
  • Treasure
  1. Shall be responsible for all expenditures of The Cheerleaders.
  2. Shall keep the financial records of The Cheerleaders.
  3. Shall work with the other officers in preparing the budget for The Cheerleaders.4. Shall be responsible for one of the signatures on the bank account maintained by The Cheerleaders at the college.
  4. Shall report financial state of The Cheerleaders at general meetings.
  • Team Captain
  1. Shall provide leadership of their team.
  2. Shall keep attendance records for all activities of the team.
  3. Shall represent the team members at the executive board.
  4. Shall coordinate team activities with other teams within The Cheerleaders.
  5. Create, maintain, and distribute practice schedules to all members of the team and the executive board.
Section 3 - Election of Officers:
The offices of President, Vice President, Treasurer, and Historian will be elected annually at the May meeting. Terms of office shall be one year. Elections will be presided over by the Recording Secretary, who will prepare the ballots and hold the election. Election may be held at the meeting or by mail as determined by the executive board. Election of Team Captains will be held with-in each team. These elections will occur in May for the following year. If a new team is formed after the May meeting, then the election of that captain will occur at the time of team formation. Subsequent elections of the team captain will follow the regular May schedule.
ARTICLE IV Meetings
Section 1 - Frequency of Meetings:
General meetings will be held monthly. Executive board meetings should precede general meetings. These meetings are to transact organization business.
Section 2 Provisions for Special Meetings:
Special meetings of the executive board or of the general membership shall be called if circumstances are brought to the President or any other officer or Advisor.
Section 3 - Team Practice:
Practice shall be held and scheduled by each team captain... Practice schedules will be determined by team captains based on the requirements of the team. In general all teams will practice at least once per week.
ARTICLE V Executive Board
The 5 officers, (President, Vice President, Secretary, Treasure, and Historian) and all team captains shall form the executive board of The Cheerleaders. This board may meet separately to handle the business of The Cheerleaders, or to take action on a vote of the membership of The Cheerleaders. The executive board shall serve at the pleasure of the general membership and on their behalf.
ARTICLE VI Committees
Section 1. Standing Committees
Committees shall be formed by vote of the general membership, or by executive board directive.
Section 2. Special committees
Special committees can be formed by vote of the general membership.
ARTICLE VII Parliamentary Authority

ARTICLE VIII Quorum
A quorum of 50% of the active membership is required to vote on any issue of The Cheerleaders.
ARTICLE IX Amendments to the Constitution
This document, The Constitution of the OCC Viking Cheerleaders shall be amended as follows:
  1. Proposed Amendment must be submitted in writing to the executive board with a minimum of 10 signatures of active members.
  2. The amendment will then be printed and distributed to the membership at the next meeting for discussion.
  3. A vote will be held at the meeting following the discussion meeting.
  4. The amendment must receive a 2/3 majority vote of the active membership to pass and there-by amend the Constitution
ARTICLE X Organizational Monies
All monies of The Cheerleaders shall be kept in the Internal Banking System maintained in the Offices of Student Life. Withdrawals from the account must be signed by the advisor and one other officer of The Cheerleaders, This officer will usually be the Treasurer
ARTICLE XI Organizational Operations
This organization shall abide by all applicable rules and regulations of the Ocean County College and under the privileges of the Student Government Association and the Student Life Office.
